General marketing analysis ofr real estate market in Cluj Napoca for 2005-2006

1.Apartments, houses and villas in Cluj Napoca
In the past years, city of Cluj Napoca has gone through a significant raise of the projects/construction of buildings for accomodation, a fact which brought about a variation of the offer and also a renewed analysis of prices. The result of such real estate projects was the construction of blocks of flats ( 1,2,3,4, rooms ) and residential houses/villas .
Since old apartments are no longer an alternative, because of the limited facilities they provide, more and more companies launch on the market apartments with larger surfaces and quality finishing, at an acquisition price approximately equal to that required by the owners of apartments from old blocks .
The constant demand ( graphic, % ) of apartments also stimulated by the granting of real estate and mortgage credits, has imposed a certain number of buildings finished or in the course of finishing from the beginning of 2004 of ~ 50 blocks and ~ 20 blocks in phase of project with the date for the beginning of work in the next period.


As taxes for taking out the lands from the agricultural circuit were eliminated, investors changed their interest towards the construction of minidistricts of houses/residential villas, a segment which was missing from the real estate market in Cluj. Such projects resulted in :
- loc. Floresti, residential complex Cetatea Fetei – blocks of dwellings, duplex buildings
- Cluj Napoca, residential complex Buna Ziua - blocks of dwellings
Projects in course of execution :
- residential complex Borhanci including 52 houses with corresponding land
- residential complex Floresti including 12 duplex houses with corresponding land

  Also due to the elimination of the tax of taking out from the agricultural circuit, potential investors take a special interest in this segment of real estate project, considering the growing demand from those who want to buy a building in this small districts.
2. Lands inside and outside Cluj Napoca
A segment considered by most of real estate analysts and operators/investors from the real estate market as being the most profitable and certain financial instrument of investment . Depending on location and utilities, the annual growth has been between 10 - 70 % from the initial value of the previous year.
A convenient alternative remains the acquisition of small parcels of land with the view of building dwellings in personal regime. The small offer for land sale but also the high prices from the well-known residential areas (A. Muresanu, Gheorgheni, Grigorescu , Gruia ) makes the potential purchasers focus on areas with urbanistic changes and which benefit from a minimum of utilities ( Zorilor – Europa , Manastur – Campului, Buna Ziua, Borhanci, Faget ).

    There have been also sales on the segment of commercial – industrial lands located along the main roads at the town exits (these locations were bought by companies for the construction of branches, headquarters ), and also on that of industrial lands, located on a ray of 5 – 20 Km from Cluj especially those close to the future highway Bors – Bucuresti .

3.Commercial spaces, office spaces, industrial spaces
   Regarding the commercial spaces of smaller dimensions with the greatest demand, the offer is relatively restricted and at very high prices. Most of these spaces are still owned by the local administration, and their sale to the private market is still a pretty slow process. The rent level in the central area is between 25-60 Euro/ sm and can get to 6-20 Euro in semicentral areas, with a good commercial custom.
The offer of spaces for offices is varied compared to the previous years through the appearance of new buildings or the rearrangement of the existing one with that profile. The demand of spaces for offices has stimulated the potential investors towards such buildings of class A and B, with finishing and facilities of high-quality standards. The rent level perceived by owners ranges between 10 – 15 Euro/sm .

The market of industrial spaces from Cluj is extremely varied especially in what concerns industrial spaces (over 2.000 sm) ,, dismembered “ from the former big industrial groups . The areas of interest for solicitors are those for spaces concentrated near the industrial platform of the city and at the exits from Cluj-Napoca towards Oradea , Bistrita and Zalau. Some of the investors have lately oriented towards the construction of industrial halls rather than purchasing old ones, a fact which is due to the investment needs, pretty high for the improvement of the existing spaces.
